Efforts to eradicate marihuana during the growing season in Skamania County has yielded in excess of 3300 plants, pulled from 22 gardens over the past week.  Deputies, utilizing the Washington Army National Guard RAID unit helicopters from Fort Lewis as a viewing platform, were able to spot the gardens from the air.  Detectives from the Clark – Skamania Drug Task Force assisted with the pulling of the plants.  The street value of a mature plant is estimated at $3,000, placing the value of these plants, when mature, in excess of 9 million dollars.

“It’s unfortunate that we had only two and one half days of flight time allocated by the Guard”, commented Sheriff Dave Brown.  “We appreciate the support we get from them, and we couldn’t have done it without them, but we have barely scratched the surface so to speak.  We are right in the peak of the growing season, and have already run out of resources to continue.”

“We will continue to pursue these illicit growing operations every year, and are continually looking for additional resources that will assist us”, he stated.

Any citizen with information about any illegal drug activity in Skamania County are encouraged to call the Skamania County Sheriff’s Office at (509)427-9490.

SUBJECT(S): Sheriff Seeks Citizen Volunteers
_______________________________________________________________________

Skamania County Sheriff Dave Brown is seeking volunteers from the community who are interested in a volunteer citizen patrol program within the city limits of Stevenson.  This program is designed to put citizen volunteers on the city streets at various times and days to serve as additional eyes and ears for patrol deputies.

A Stevenson area representative from the Sheriff’s Citizen Advisory Group, proposed the idea to Sheriff Brown.

“We will provide the volunteers with a reflective vest, cell phone and a flashlight.  The intent of the program is the citizen volunteers would spend some of their spare time performing foot patrol in the downtown corridor reporting criminal activity, assisting pedestrians at crosswalks and assisting visitors with questions or concerns. I am hopeful that the volunteers will also be able to assist in additional patrols during the Fair and at other events in and around Stevenson.  This program has proven to be successful in Spokane County WA as well as other areas of the United States.”

Interested persons will be asked to complete a volunteer application.  Applications are available at the Sheriff’s Office.  A criminal history check will be conducted on all applicants.

After successful completion of the application and background check, participants will be provided with training as to the expectations while on patrol.

“I see this as a great opportunity for local citizens to become involved in creating a safer downtown corridor for residents and visitors.  Additionally, if this project proves successful, we may look into expanding the program to other areas of the County.”

Sheriff Brown is hoping to have the program in place and volunteers on the streets by mid to late August.

Please stop by the Sheriff’s Office and ask for an application or call Sheriff Brown at (509) 427-9490 if you have questions.

SUBJECT(S): Death Investigation

In August of 2003 a homeowner in the Skye Rd. area of Skamania County reported their family dog brought home what could be a human bone. The bone was brought to Detectives, who then forwarded it to the Clark County Medical Examiner’s Office. The Medical Examiner, as well as a Forensic Anthropologist verified the bone was indeed a human right femur. It was estimated the femur belonged to a person between 5’7” and 5’10” in height, who was probably male.

Detectives researched reported missing persons in the SW Washington area and attempted to obtain DNA from those matching the possible description.

By August 18th 2003 the bone and DNA from some of the missing persons matching the description were forwarded to the Washington State Crime Lab for analysis.

On February 22, 2004 search teams searched the area along Skye Rd., from Pohl Rd. to Highland Rd., in search of evidence or additional human remains. During the search additional bones were located however it is believed the bones were transported by neighborhood dogs to the places they were found.

On March 29th 2004 the crime lab completed their analysis and determined the DNA from the bone was from a male subject. The DNA from the bone did not match the samples of the known missing persons we forwarded.

The additional bones were forwarded to the Clark County Medical Examiner and a Forensic Anthropologist for examination. It was confirmed searchers did in fact locate a human left femur.

The investigation is ongoing, and detectives ask anyone with information that could be connected to this investigation to call the Skamania County Sheriff’s Office at (509)427-9490 and ask for Det. Summer Scheyer or Sgt. Monty Buettner.

SUBJECT(S): Search Warrant Service
_______________________________________________________________________

During the late evening of 05/31/04 deputies from the Skamania County Sheriff’s Office received information that 36-year-old Cynthia N. Moore was seen in the residence at 3 Cascade Ave. SE. in Stevenson. Deputes were aware of an outstanding warrant for Moore’s arrest, stemming from her failing to pay fines from a previous Possession of Marijuana conviction.

Deputy Mark Mercer applied for and was granted a search warrant to search the residence for Moore. When deputies made entry to the residence, Moore was located and arrested. Also inside the residence was 34-year-old Ronald D. Snorkel. Deputies were aware Snorkel also had an arrest warrant, stemming from a conviction for Possession of Drug Paraphernalia. Snorkel was arrested, and together with Moore, transported to the Skamania County Criminal Justice Facility.

When the deputies made entry into the residence, they observed, in plain view, what they believed was paraphernalia that had been used to consume illegal drugs/narcotics. From their observations Deputy Ty McKay applied for and was granted an addendum to Deputy Mercer’s Search Warrant. The addendum allowed deputies to search the residence for drugs/narcotics and drug paraphernalia.

Upon a more detailed search of the residence deputies located what they believe was marijuana, methamphetamine, and paraphernalia used to package and distribute marijuana and methamphetamine.

The Investigation is continuing and more arrests are anticipated.

According to Sheriff Dave Brown, “This search warrant was a result of an ongoing investigation over the past several months.  The efforts carried out today by the detectives from the Sheriff’s Office and the Clark-Skamania Drug Task Force are a great example of our continuing commitment to aggressively pursue the methamphetamine problem in Skamania County.”

There was no evidence of a working methamphetamine lab in the residence at the time the warrant was served.

SUBJECT(S): Missing Family

A North Clark County family was located by members of the St. Helens Track riders snowmobile club this morning, after they did not return from a Christmas tree outing on Saturday.  Mike Brotherton, his wife Melissa and the couples two children ages 5 and 4, left the their home on Saturday to find a Christmas tree.  The family failed to show up at a family gathering in Kelso Saturday afternoon and family members became concerned when they had still not returned home Saturday evening.

The family contacted the Skamania County Sheriff’s Office and made a report.  Sheriffs deputies and family and friends conducted a road search up until early Sunday morning in the Canyon Creek area of the Gifford Pinchot National Forest.

By 8:00 am Sunday Morning, the Skamania County Sheriffs Office had initiated a search for the vehicle.  Search and Rescue crews from the Volcano Rescue Team, based in Yacolt, along with members of Silver Star Search and Rescue from Washougal assisted in the efforts.  The St. Helens Track Riders Club, assembled at the Marble Mountain Snow Park east of Cougar, was notified and assisted in checking the areas east of Cougar. Search and Rescue teams focused in the Silver Star Mountain and Canyon Creek areas.

Snowmobile club members had been supplied with a forest service radio, and at approximately 12:20 pm they called to report they had located the family on the Forest Service 93 road approximately 25 miles east of Cougar WA.  The family was reported to be in good condition.

Deputy George Barker of the Skamania County Sheriff’s Office met with the snowmobile riders and picked up the family. The family was then transported to the Cougar Store to be reunited with other family members.

“I spoke by phone with Mike (Brotherton) and he told me they were able to start a fire and they had food during the night.  They all were in good condition and were very appreciative of the efforts of everyone who spent time looking for them,” said Skamania County Sheriff, Dave Brown.

“We are grateful to the Track Riders club and to all the SAR teams and family and friends who assisted in the effort.  We were dealing with a large area to search and it took the help of everyone to narrow it down.,” Brown said.

SUBJECT(S): Bomb Threat.

Skamania County Sheriff’s Detectives arrested two Stevenson High School students  Wednesday morning, as a result of an ongoing investigation into a bomb threat received at the high school on Tuesday.  The students are both under the age of 18 and their names are not being released at this time.  According to detectives at the Skamania County Sheriff’s Office, the suspects called the bomb threat in hoping it would result in school being dismissed for the day.

Responders from Fire, EMS, and Law Enforcement were on scene Tuesday for over three hours, while the building was searched.  After an interior and exterior search of the school, Skamania County Sheriff’s officials subsequently released the building to the school, declaring it safe for re-entry.

“The obvious dangers associated with responding to this type of call are extremely concerning to the first responders.   This is something that we cannot take lightly.  The safety of the students and staff in the schools are of utmost importance when responding to, and sorting out calls of this nature.  We are all relieved that the actions taken by all emergency responders, students and staff resulted in a safe evacuation of the school.  Our commitment to the school, students, staff, and parents is that we will aggressively investigate these incidents in an effort to determine who is responsible, and hold them accountable for their actions,” said Sheriff Dave Brown

Detectives from the Sheriff’s Office will complete their investigation and forward a report to the Skamania County Prosecutor for review and a determination of charges.  According to Washington State law, any person who makes a bomb threat to any public or private school can be charged with a Class B felony.

Both juveniles were taken into custody and released to the Skamania County Juvenile department, and subsequently transported to the Northern Oregon Corrections facility in The Dalles OR.

Anyone having additional information regarding this investigation can contact Detective Brett Robison at (509) 427-8783.

SUBJECT(S): Child Identification Card

The Skamania County Sheriff’s Office has created a child identification card that is now available to the citizens and visitors of Skamania County.  The identification cards are similar to a driver’s license in that they show picture identification and pertinent information regarding the child’s name, address, birth date etc.  There is space on the card for a fingerprint as well as other information.  The type and amount of information placed on the card is at the discretion of the parent or guardian.  “We are hoping that parents and guardians will recognize this as a great way to readily identify their children and have them safely returned in the event they become lost or disoriented.   The cards may be valuable when visiting theme parks or other attractions where it is possible that children could be separated from other family members,” said Sheriff Dave Brown.

Additional matching cards are available for the parents to carry with them to help in reuniting children with parents.  The cost of an individual card is $10.00 with the additional matching parent card available for another $3.00.   “We want to provide all parents who are interested in obtaining a card the opportunity to acquire one, so if the cost is an issue we still encourage parents to contact the Sheriff’s Office,” He said

Application forms for the identification cards are available at the Sheriff’s Office front desk between the hours of 8:30am-5:00pm Monday through Friday.  Parents can stop by and complete the application form and the cards will be processed in a matter of a few days.  “We are requesting that parents bring a copy of the child’s birth certificate when requesting and submitting an application.”

A sample of the card can be viewed on the Sheriff’s Office website at www.skamaniasheriff.com.

If you have questions about the child identification cards, please contact Sgt. Monty Buettner at (509) 427-9490

SUBJECT: River Accident

At approximately 1500 hours on Sunday April 27, 2003, the Skamania County Sheriff’s Office received a call of a rafting accident on the Wind River just North of Carson WA.  Skamania County Sheriff’s Office Divers responded to the scene and began searching the area where the rafter was last seen.  As of darkness, there had been no success in locating the missing rafter, Lauren Orton, 32 years of age, from Portland OR.

Orton was one of 4 people who were part of a guided raft trip sponsored by All Star Rafting from Mosier OR.   According to the witnesses at the scene, the raft hit a rock in the river causing Orton and a second female to be ejected.  One subject was able to navigate to the shore and was picked up by the remaining subjects in the raft.  Orton was observed going over a 4-6 foot drop in the river but she did not surface.  Witnesses stated that the helmet and life jacket, worn by Orton, did surface quickly after she went under water.   The rafting crew searched the immediate area for approximately 30 minutes before proceeding downstream and contacted authorities.

Skamania County Sheriff’s Divers and members of Wind River Search and Rescue from Carson WA, searched the area Sunday afternoon and into the evening.  The search effort was suspended until 9:00AM Monday.  Sheriff’s divers resumed searching this morning but had no success. At 1500 hours this afternoon, the search efforts were again suspended.

“The conditions of the river in the area where Orton was last seen are extremely turbulent.  It is difficult to navigate the divers into the area where we believe Orton may be.”

Efforts are underway to secure the assistance of a whitewater rescue team from the Pierce County Sheriff’s Office.  If these resources can be obtained it will allow divers and rescue personnel better access to the rapids area where Orton was last seen.

SUBJECT: Missing family found after two days in the snow and cold.

A Skamania County Sheriffs Sergeant contacted a family of 4 on the Forest Service 88 road this morning after the family was spotted by a pilot in a fixed wing aircraft.

Billy (BJ) Buzzini, 24, his wife Sarah, 23, and daughters, Kaleigh, 4, and Madison, 1, were found Monday morning at approximate 9:00 AM. All 4 were in good condition. After being evaluated by Emergency Services Personnel the family was taken to the Skamania County Sheriffs Office where they were reunited with family members.

The family left home Saturday to go play in the snow. They were driving a 1999 Plymouth Breeze. Buzzini told Deputies they had intended to be in the St. Helens area but did not have a permit so they continued up the Forest Service 90 road, approximately 48 miles east of Cougar WA, until they found snow. Late Saturday the car became stuck in the snow, so the family spent the night inside the car. On Sunday the family began walking, in hopes of finding a snow park area where they could get help.

The family walked for 5 hours in the snow on Sunday before deciding they needed to build a shelter and take cover for the night. BJ and Sarah kept the two children warm by bundling them up in heavy clothing. They had food with them and attempted to start a fire, with no success. On Monday morning they turned around and began walking back in the direction of the car. At approximately 9AM Monday a private pilot, Mike Baker of Amboy, spotted the family walking North on the Forest Service 88 road. Baker contacted the Skamania County Sheriffs Office by cell phone and relayed the information. Sheriffs Sergeant Arne Gonser, was just 15 minutes away and was able to drive to the location were the family was seen. Sgt. Gonser found the family to be in good condition and transported them to the Skamania County Sheriff's Office.

"We are extremely pleased with the outcome of this event. The family was smart to remain in the car Saturday night and when they did decide to leave the vehicle, they took food and water with them. Obviously, had they remained in the vehicle the entire time they would have been located Sunday. I can understand the need to do something to help yourself and I am sure that led to the decision to try to walk out.

In light of all the bad news in the past month, this is certainly a much happier outcome. The efforts of the Vancouver Police, Clark Co. Sheriff and all the volunteers who helped search on Sunday and Monday contributed to the success of this search and rescue mission."
